My first guess is that you looked at it using a R/O link to the LISTSERV 191,
and are getting an old/outdated/overlaid copy of the file.
 
Barring that, I suggest you start digging around in VMBACKUP...
 
And of course, there's always the "if it ain't broke, don't fix it" school
of thought - if Listserv is happy with the file, and events are being
triggered (look in the console log), then don't bother trying to fix it...
