You're probably using Outlook or something like that.  "Sophisticated" mail
clients can remember what text has been replied to and what is original.
When the text gets sent via SMTP, it is automatically indented with "> ".
This step takes place outside the normal delivery - in Exchange, sending to
another Exchange user without stepping into the SMTP world will keep the
formatting, but as soon as it goes outside into SMTP-land you'll get the
reply markers.

The solution is to copy the original text, reply, then paste (Ctrl-C,
Ctrl-R, Ctrl-A, Ctrl-V).  The client thinks that text you paste is original
and doesn't quote it when sending.

We get this all the time with Outlook.  I've modified the templates to give
the list owners specific instructions, since they pretty either use Outlook
or are clued-in about how to use another client.
