  If you have a  personal password, you can use it  on the PUT/PUTALL command.
But not on a CMS command. Reason: a cc:-postmaster can create a password for a
full postmaster.  He could then use  this password on CMS  commands with faked
mail origin, which  as everybody knows is something easy  to achieve. He could
also use this password on PUTALL against  the CTL FAC, but this he can already
do with his own password.
