How are you making changes?  If you're editing the LISTSERV templates that
are used to dynamically build web pages, the HTML won't be updated until
either of the following happen:

1. every night at 12 AM when LISTSERV rebuilds all dynamic files;

2. when you GET/PUT the list's header (or UPDATE the list's header through
the web interface)

The second option is usually the best if you want to immediately see the
changes you've made.
