A VM with a password of 'NOLOG' cannot receive mail, as far as I know.
Maybe you ought to change that password to something else. The dummy VMs
created for LISTSERV are just like regular user VMs, except they have no
MDISK statements in them.. Of course, you could add MDISKs to them, but why?
