A LISTSERV Administrator (also Site Maintainer or Postmaster) is automatically
an Owner= of all lists on the server, eve if not listed as such.

An Owner= of a list can always send a message to their list even if not
subscribed.  Depending on other settings they may need to self-confirm, but
they can send the message.
