Add the following line to site.cfg, then stop/restart LISTSERV

 SMTP_DEBUG=1

This turns on additional logging of the SMTP 'conversation' between LISTSERV's
'SMTP Workers' (sending the outgoing mail) and the mailer where the outgoing
mail is sent.  This is useful for troubleshooting problems like this.

Remember to remove or comment-out the line after you complete troubleshooting.
Otherwise your logfiles will grow very large.
