Another way to do what Ben does is to update the local exit LSV$GETQ EXEC
to record the information if the request will be approved.  We also then
supply some simple local commands which allow the owners of the various
data collections to retrieve information on file use.  Right now it is
very crude - I just match against the filename/type in the monthly log
files that LSV$GETQ creates (the name of the file includes the year and
month so they don't get too bit).  I restrict these to owners because the
requesting user address is included.  I had always intended a generalized
statistics report which would be public but never had time/motivation/need
to do that.
