I've been using the LOCAL keyword in the header of PSI-L@RPIECS to have
LISTSERV send a separate copy of each message to each user at my node
(there are usually quite a few) instead of sending one or two bundled
messages with multiple recipients listed in the headers.  Recently
I've been getting bundled messages anyway; can anyone explain this change?
It seems to have started at about the same time that subscribers
started sporadically receiving multiple copies of each message.
