Is there anyone who has a cgi-bin (perl) script that people can use
to request the start of a new list ?  Something that via a web form
asks the most important variants (e.g. the values for review, confidential,
subscription, send, reply-to, owners, editors, notebook, ... keywords),
puts this in a mail and send this to the listserv administrator ?
 
If there is something like that, I would like to know.
Otherwise I try to make my own.
