When this happens on lists that I'm on, the listowner contacts the lan admin at the offender's site. The problem is really a poorly configured OOF setup. They then set the offender to nomail. Which is what the subscriber should have done in the first place.
To a computer program the repeats *are* different since they are longer each time.
