You are correct, 
Confidential= Yes
will keep it secert.  But it will also remove the link in the online
archives page to that list.  The user would have to know the URL to the
specific list arcive page.  An alternative is
Confidential= Service
which keeps it confidential from Catalist, but leaves the archives link.

No.

Confidential=   is a List Keyword. So you need Confidential= No in each
list you don't want the public to know about and to keep if off CataList.
