New version of LSV$FORW EXEC (FORWARD PACKAGE)

I  realize I  had  forgotten to  update  this package  for  the last  few
versions and have now done so. The new version will only run with release
1.7d, but it  should be much faster  due to the use of  the PASCAL RFC822
routines instead of  the old LSV822xx and other  minor improvements. Both
old and new  versions also benefit from the speed  improvement to LSVRECV
in 1.7d.
