Here is what I got from sendmail when sending to your machine.  Looks
like it when on this end.
    # /usr/lib/sendmail -v [log in to unmask] <
/u/isfrs/msg
LISTSERV@LISTSERV.UNITEDWAY.ORG... Connecting to listserv.unitedway.org.

220 LISTSERV.UNITEDWAY.ORG ready.

Strangely enough, I'm experiencing the same problem and .MAIL files are
piling up in /SPOOL. I'm getting no response from the server when I send
a test message to [log in to unmask] I'm running 1.8d on
NT 4.0 Service Pack 5 and using a separate UNIX server running Solaris
2.6 and Sendmail. The mail server is working otherwise, and the Listserv
service is started on the NT server.

try the following:

email 0000000@listhost

Did it bounce?  If not, then the mail server isn't started

Next try

email LISTSERV@listhost with a single-line body-of-text
