Once upon a time I found a website which listed all of the standards (what
is that acronym for standards?), but I can no longer locate it.  The
standard I am specifically looking for is the one that talks about the
placement of a reply in a group discussion list (Usenet and email lists).

Does anyone have that reference, and/or website?
