Hmmm.... never used windows for a web server... It would seen that
about the only reasonable solution (aside from moving to a more
hospitable OS) is to set the WWW_ARCHIVE_CGI to a more benign name
(/wa) and use the webserver to rewrite these as wa.exe internally.
