Easy way:

Edit the WWW_ARCHIVE_INDEX template and remove this line:

.DD &DD

and replace it with a static list of lists (with proper HTML). You'll have
to change this template every time you add or delete a list.

OR

Write a script to automatically fix the template whenever a change is
detected. You could use Perl and datestamps to get that done... a bit
harder to implement, but easier in the long run.
