Also note that, as documented, LISTSERV ignores the minutes portion
of the time specification.  If you code "22:30" then LISTSERV reads
that as "22".

With regard to when LISTSERV is actually cutting the digest, have you
checked the LISTSERV log to see if there is any discrepancy there?
