Questions about the cache

I'm running listserver on a unix machine.
The cache is very large and my machine is swapping heavily.
Some caches are over 170 MB.
I added the following lines in go.user, but the cache doesn't seem to be
getting smaller.
FIOC_TARGET=30000
FIOC_TRIM=35000
FIOC_WARNING=40000

How do I force the cache to clear?
