The preferred method is for users to set their own personal password either via
the WWW interface login page (click on the Get a New LISTSERV Password) or via
the email command method

To:   LISTSERV@....

msg:  PW REP ???????

where ?????? is the user's chosen password.  

For security reasons, the Site Admin has no need to know a user's password.  The
Admin has their own password and privileges.  The password need only be known to
the user and to LISTSERV.

For those occasional addresses that cannot receive mail to do the normal
OK/confirm process, but must have a password, the PWC command exists for use
only by Admins.  This is details in Appendix A (Command Summary) and also in
Chap 6 of the Site Manager Manual.
