If a single sender posts substantially identical messages to multiple lists
hosted on the same LISTSERV server in a given time period, and the number of
lists to which the messages are posted exceeds an unpublished threshold (I
thought it was 12, but it now appears to be less than 12), LISTSERV will flag
the sender as a spammer.  Subsequent posts to any list hosted on the server
should be forwarded to the moderator for approval.  I believe that the user's
"spammer" status will expire in 2-3 days.

If there is a legitimate need for substantially identical messages to be
posted to multiple lists, you should create a superlist with those lists
as sublists, then instruct users to post the messages to the superlist.
