In the absence of legal or policy requirements that all lists must be archived,
the nature of each list should determine whether there is a need to archive.
We leave it up to the individual list owners to determine whether their lists
should have archives. The default setting on the list request form is 'yes', so
most of the nearly 54,000 lists hosted on our server have archives. A few list
owners have actually given the matter some thought and explicitly decided that
they do not want/need list archives.
