An "innovative" use of topics: is on HEPROC-L.  The owner (Carl Reimann)
preloads generic topics and then suggests to the subscribers that
generic "topic1" is to be used for discussion of, say "TQM principles in
establishing class-length times."  At some point the list-owner does
global re-setting of subscribers' topics: filter to release (free up)
that particular discussion to make it re-usable.
