I forgot to add that the error displayed is:

  Your authentication ticket has expired. Please log in again to continue.

and that clicking on "Login without setting a cookie" will let you view
the attachment.

The cookie that you still have will still allow access to restricted lists
and posting messages -- just not viewing attachments.

This is the case with the three browsers tried, IE 6.0, Mozilla 1.2, and
Netscape 4.79.
