Distribute work/local list mail

Unless I misunderstand how LISTSERV works, LISTSERV first completes
any work it has for backbone distribute jobs before processing
any work for the lists hosted at the local site.
 
Would it be possible for a future release of LISTSERV, to interrupt
its processing of any distribute queue (if there is any) and process
any mail for the locally hosted lists?
