You must have RSCS V2.2 without VM30091 installed; you can either install
a recent PUT tape  or add "VM30091 = 0" in LOCAL  SYSVARS and reboot (but
make sure  to change it  again when/if you  install a version  or service
level of RSCS that includes the VM30091 SPE).
