Use of the XMRG command requires that LSMTP be the outbound mailer.  If 
you're using some other MTA and still want mail-merge functionality, you 
need to set the following in your site configuration file:

EMBEDDED_MAIL_MERGE=1

(Note that this only works for 14.4 and later.)
