No, text editors are for editing text files, hence their name.
You wouldn't use one to edit a .DLL or other similar file just
because you can read some of the file.  The .LIST files are
are not text files even though you can read parts of them.
This has been true of the Windows versions since day 1.

Are you sure you're listed as the postmaster?  Try sending a RELEASE
command and look at the output.  If you aren't listed, you aren't
the postmaster.

Sounds like you're not the postmaster.  I add and delete people more
than I would like, simply as postmaster.
