No.  However, Maestro can do 2 things that eliminate the need to do this.

1.  "store" (and reuse in future jobs) the SQL statement that extracts
addresses from the database, as described previously for a distribute job.
This eliminates any need to update/bulk-load any lists.

2.  You can configure Maestro to read the recipient list from a file stored
on the Maestro server.  As long as you update that file before the scheduled
mailing time, Maestro will use the most-recent address list you put there.

No.  However, you can tell Maestro to read all or portions of the content
for a particular job from file(s) stored on the Maestro server in advance of
the mailing job.  So for example, you could build a template with a standard
header and logo and then have the actual editorial content "dropped in" at
mailing runtime from files that have been updated on the server.  You can
also set up automatically repeating jobs.  There are several possible ways
to do what you want.
