Specific date, yes.  Specific time, hard to do w/o interfering with other list
posts.

In the List header:

Renewal= 1/1,2/1,3/1,4/1,5/1,6/1,7/1,8/1,9/1,10/1,11/1,12/1,Probe

(note the above are the first day of each month, the "Probe" keyword forces
LISTSERV to use the PROBE1 message template.)

Edit the PROBE1 template in listname.mailtpl to say your desired message.
