Thanks for the reply. 

I was able to locate and update the site-wide mail template (CONTENT_FILTER) in order to block messages with certain words in the subject field. After making the changes and clicking on update, I ran several messages through the system to test the filter but nothing is happening (message gets delivered). 

For example a filter parameters as simple as blocking empty subject line doesn't seem to be working. do I need to restart listserv for the change to take effect?

Action: REJECT Please resubmit your message with a non-blank subject.

There is not a single "global mail template".  It might help to explain a bit
about what you want to do.  You can use the CONTENT_FILTER (mail) template
(site-wide) to block certain emails such as 'out-of-office' messages and
similar.
