I guess the user addresses are made, mailboxes exist but they are not
tied up with Listserv at this point.
Changing the aliases file shud certainly help.

Is there anything else after that needs to be set, or the listserv
server restarted for all this to take effect?

Sounds like you or your server admin haven't correctly made the
(required) email alias addresses for each list, as detailed in the unix
installation notes.  This is really a matter for the LSTSRV-L list
because it involves site administration questions.
