  Whatever for?  There already is a continuation convention for
  headers.

  I don't understand this comment (but then, I didn't like WISCNET
  when we ran it either).  Starting in column 1 is illegal 822.

  Yes, of course. Quoting 822, section 3.4.5
 
    If a  quoted-string  is to be "folded" onto multiple lines, then
    the syntax for folding must be adhered to.  (See the "Lexical
    Analysis of Messages"  section  on "Folding Long Header Fields"
    above, and the section on "Case  Independence"  below.)
