There was a problem interpreting commands sent by Notes clients (and other
MUAs) in early versions of 1.8e that was caused by this. Are you using the
latest level set? We do not block attachments on any of our lists, so I
have not seen the problem in this context. Since most of our lists members
use Notes, it was a common problem to see commands go unrecognized with
1.8e when it was first released. They first level set released fixed it
for commands... I do not know how it might have affected attachment
detection.

FWIW, the prior version of 1.8e effectively required "<CRLF><CRLF><visible
boundary>" to work. It works properly now (on commands at least).
