I upgraded to 1.7F this morning.  I signed on to the
LISTSERV id a little while ago to make a change to WAKEPARM FILE.
I issued an X LOCAL SYSVARS command and LISTSERV said it was NOT
authorized to use the X command.  I then issued a SHUTDOWN command
and again LISTSERV said it wasn't authorized to issue the command.
I also tried issuing the SHUTDOWN command from my LISTSERV
postmaster id and got the same result.
    I suspect that I have a configuration problem but I can't
figure out what it might be.  Can someone shed some light on this?
