According to the RFC, the To: MUST go in the RFC822 Message Headers:
FROM: ANNOUNCE <[log in to unmask]>
SUBJECT: Record TEST for CTS
DATE: <- LISTSERV will insert date/time

If you use the Multiple Recipients then you must follow very specific syntax
requirements:
FROM: ANNOUNCE <[log in to unmask]>
SUBJECT: Record TEST for CTS
DATE:
TO: Multiple Recipients:;
Note the ":" and ";" after "Multiple Recipients".
Yes, the RFC is very picky. When you are hand-crafting messages in this way,
you are expected to know and correctly apply all of the pesky details in the
RFC's. Do not expect LISTSERV to provide any assistance.
Finally, once you have a syntactically valid RFC822 message by fixing the
above, you can add what Pete suggested in the //TO DD:
[log in to unmask] BSMTP
[log in to unmask] BSMTP
[log in to unmask] BSMTP
[log in to unmask] BSMTP
BSMTP need not be in uppercase, but it's nice that way.
