I'm not sure how you are looking for this.

2 ways I know of:

1.  Server Administration
     Customization
      Mail templates
       Select Template Category:  All Templates
       Search Template:           BOTTOM_BANNER

       click the 'search' button  
       that will find and display

       Select Template:  Bottom banner for plain text postings [BOTTOM_BANNER]
       click the 'edit template' button

       The template will be blank.  Enter what you want.  Click 'update'.

2.  Server Administration

       Select Template Category:  Postings and Digests

       click the 'search' button  
       that will find and display

       Select Template:  Bottom banner for plain text postings [BOTTOM_BANNER]
       click the 'edit template' button

       The template will be blank.  Enter what you want.  Click 'update'.
