There's some sample PHP code using lcmdx in this Tech Tip:

Other possbile methods: scripting something to send e-mail PUT commands to
LISTSERV; or creating text versions of the *.LIST files, dropping them
into \LISTSERV\MAIN, and restarting LISTSERV.  (The latter is probably not
officially supported, but I've used it extensively on consulting
projects.)
