Moderators are not the same thing as Owners. If "Review= Owner" then only
those addresses that are referenced by "Owner= " keywords in your list's
header can review your list's subscriptions.

You should consider reading the documentation about the "Review" and other
keywords on the L-Soft Web site as I think it will answer any further
questions you may have.
