The note is sent to all owners, unless there is a "quiet:" keyword in the
list of owners. In that case, the addresses following the keyword won't
get the message.

No. The owner-xxx mailboxes are for internal use among the mailers - it's
the place where delivery errors should be sent. It is never used as the
origin of a message. Note that some mail systems are not as sophisticated
as RFC822. While RFC821/2 has many "origin" fields with different
meanings, the system they gateway to only supports one. So they have to
pick one of the fields, and no matter which one they choose, they are
doing something wrong. Such gateways may make the messages look like they
came from "owner-xxx".
