There is an apparent conflict in the docs, though it may be one of context.

The manual and keyword list clearly state, the default value of Send= is
"Public", both in the keyword list and in Section 6.2.1.2 Access Control:

"Send ­ Use this keyword to define the categories of users who can mail to
the list.
This can be used to place the list under the control of an editor. The
default value is
Public."

However, the online web interface help states
(wa?SHOWTPL=HELP-WIZARD-SECURITY-SEND):

"Who May Post to the List?

The Send= list header keyword is the basic control for who may post
mail to the list. If the list allows non-subscribers to post, set
Send=Public.

For a list that does not allow non-subscribers to post, set Send= Private.
Send= Private is the default."


Now, whether that last statement appears solely in the context of using
the Wizard, and thus the Wizard explicitly sets this value I don't can't
say as I don't use the Wizard.  But if a new list owner, or someone new to
the web interface was exploring and came across a Security Tip entitled
"Who may Post to the List?" I can understand thinking that the default
access control for the Send keyword would be "Private", based upon reading
that note.
