Someone (I don't recall who) suggested on the INFOREP list that
BITNET INFOREPs be allowed to do netwide deletes.  Someone else said
that they didn't think that was desirable for their site.  No one
suggested any additional restrictions.  The reason I brought it up
on NODMGT-L is I wonder if the proposed new structure for people
tags is flexibile enough to handle differing requirements in this
area.  It isn't entirely obvious to me under which of the roles that
Bert enumerated this function goes.  Is it nodeadm, techrep,
inforep, userreg or some combination?  Right now it's the contact,
isn't it?  One question of particular importance is whether more
than one person can be designated for the roles.  Seems to me that
that should be permitted, at least in some cases.  I guess that
userreg is the most logical choice for the netwide delete function,
but some people want to be able to give this authority to more than
one person.
