The most common cause is that the folder that will contain the logfile
hasn't been created, or the folder can't be written to by Listserv.  This
usually indicates a business process failure in provisioning the list.

It's not clear what Listserv should do *other* than hold the list and wait
for carbon-based life forms to come help - you've told it to log all messages
posted.  What would the *semantics* of "log all messages but don't bother
if it doesn't work" even be?  Should it continue just failing to log for
weeks or months?  What purpose does an incomplete and untrusted archive
that contains only some of the messages even serve?

tl;dr: You really want to fix the problem rather than ignore it.
