The syntax is:
 
     Owner= <list of non-quiet owners>,quiet:,<list of quiet owners>
 
Due to the way keywords are  processed, you may substitute new occurences
of  the "Owner="  keyword on  a  separate line  for the  commas. In  your
example, user1 is non-quiet and all others are quiet.
