Unless, of course, the "missing list" owner address is obsolete (no longer valid) due to some address change or deleted address.  In which case, he cannot make the change himself and the site manager will have to make the change for him.

Ah, you are right, Jacob.  I just double checked the header of that missing
list and noticed that his email listed in OWNER is different from other
lists in the pull-down menu.  So if the owner wants to manage his lists
altogether, I should suggest him change the OWNER's email address of the
missing list to the email address he uses to log in, yes?
