We have a question from management here regarding MAILFORM messages.  Is
there a way to edit a MAILFORM file such that one "new subscriber" blurb
goes out to "local" nodes and different one goes out to everyone else?
 
The reasoning is that we want to provide additional information to our
local users that would be of little use to external subscribers.
