We're running Classic, we only need to send one message to this list.
It may however be a reason to upgrade, whats the theoretical limit for
announce lists on Classic? the information on the link you provided seems to
suggest that Classic is capable, albeit panting a bit at those levels.

Are you running LISTSERV HPO?  If not I can imagine plain LISTSERV Classic
taking a long time to add 100K users.  It doesn't look to me like you have
an HPO LAK, at least as far as I can tell from the records.
