I missed the original blank message posting but suddently ARCH-L is
getting 4-5 blank messages/day.  I just tried checking the archive
to see if they are blank there as well but got this message:

Error - cannot access archive files

The archive files could not be accessed, probably because they are
being updated. Please try again in about 30 seconds, and report the
problem if it persists for more than a few minutes. The file that
could not be opened is:
'/export/home/listserv/archives/arch-l/arch-l.log9702' and the error
code was 2.

Repeatedly.  I also tried the 1992 archive (probably not being
updated and receive the SAME MESSAGE).
