Yes, but  users wouldn't bother spending  the time to type  the necessary
keyword when there is no harmful side-effect if they don't. LISTSERV just
tries to process the first line  in the signature, complains, and flushes
the remaining lines. Users often understand that the line came from their
signature, but then  it depends on what the signature  looks like (if the
first line  is just '---'  it may not  be obvious). Once  they understand
that, they don't worry about the "unknown command" message any more.
