Well if you don't try to spread the load among editors,
then it is quite simple.  This is also called "semi-moderated"
or sometimes "anti-spam."  These aren't keywords per se, but
just a method of using the existing keywords:
 
* SEND= EDITOR
* EDITOR= real_userid@node,(listname)
 
where the first operand of EDITOR= is a real person's userid,
and listname is the name of the list in which this second
operand appears.
